department_specify.php is much like store_select.php & department.php in that the structure is almost identical (Take an array of choices, make them html links for the user to choose. Whatever links they choose, set those choices in Session Variables. Not much to exciting happening here yet, except that in addition to the $_SESSION['start_over_link'], we're implementing an ever-changing Back Up One link.
